If rankings really start to be based on user behaviour then soem people will definetly make some big money. To be honest though I really don't see how this could really help search engines. If a page dosen't have enough quality juice from users then it can't rank. No matter how many authority, and quality links it has. And the same way for those sites which only have good user rank juice. If they don't have the quality authority links to back it up they can't rank. From my understanding of Google patents, a lot of these quality tracking measures are already in place, such as measures of bookmarking, time spent on page, returns to the site. Perhaps their overall importance will change in the future. Another one you did not mention is CTR for the site's listing in the serps.
